Hoe project Markthal 2.0 de mist in ging

Een icoon voor Rotterdam moest de Markthal worden en dat is gelukt. Architectonisch zeker en ook over bezoekers heeft het foodpaleis weinig te klagen. Daartegenover staat een uit elkaar gevallen ondernemersvereniging, gemeente die zijn handen ervan af heeft getrokken en nog altijd voortdurende conflicten met de eigenaar. “Het blijft één groot dramacentrum.”

De Markthal wordt internationaal geroemd om zijn fraaie architectuur en heeft ertoe bijgedragen dat Rotterdam veel steviger op de kaart is komen te staan als toeristische trekpleister. Toch is er al vanaf de start in 2014 ook veel mis. Ondernemers en de Franse eigenaar Klépierre liggen voortdurend overhoop over servicekosten, de temperatuur in de hal en – misschien wel het meest – over het aanbod in de Markthal. Wat een soort overdekte variant van de buitenmarkt had moeten worden, met aanbieders van hoge kwaliteit versproducten, draaide steeds meer uit op een verzameling horecaconcepten. Minder eerbiedig: een vreetschuur. Hoe meer het die kant op ging, hoe moeilijker het leek het tij nog te keren.

In 2018 rees het idee om met een schone lei te beginnen. Een adviescommissie schreef het rapport Markthal 2.0 om tot een nieuwe invulling van de hal te komen. Belangrijkste uitgangspunten: een ‘gezonde mix’ tussen versaanbieders en horeca, betere voorzieningen die de temperatuur moeten reguleren en etensgeuren afvoeren. Maar ook: veel meer collectief ondernemerschap om het ‘merk Markthal’ optimaal uit te dragen. Klépierre, ondernemers en de gemeente Rotterdam zouden vanaf dat moment – we schrijven medio 2018 – met elkaar in gesprek gaan om deze omwenteling te verwezenlijken.

Ondernemersvereniging in de slaapstand
Daarna bleef het heel lang stil. Afgelopen september bleek dat er nog weinig schot in de zaak zat. Leeg komende units werden zonder al te veel oog voor de mix ingevuld met kebabtenten en andere zaken voor de snelle hap. Omdat ondernemerscollectieven MHOV en Stichting COM geen brood meer zien in verder overleg met Klépiere, gaan de organisaties in mei 2019 op de ‘slaapstand’. En zo is de situatie nog steeds, vertelt een voormalig bestuurslid dat niet bij naam genoemd wil worden. “Omdat er steeds minder leden en steeds wisselende huurders zijn, is er geen collectief draagvlak meer voor een gecoördineerde aanpak. De gemeente Rotterdam heeft ons plan Markthal 2.0 niet opgepakt en Klépierre ook niet. Aanvankelijk leek dit nog te lukken en kwam er een dialoog op gang, maar de gesprekken werden al snel een mislukking omdat Klépierre zich niet hield aan de afspraken, notulen niet werden geformaliseerd en de politiek haar handen niet meer aan het dossier wil branden.”

Rond de tijd dat het plan voor Markthal 2.0 rees viel ook de naam van Theo Terdu voor het eerst in combinatie met de Markthal. Hij werd als crisismanager ingehuurd om te bemiddelen tussen de betrokkenen. Hij stelde voor een onafhankelijke onderzoekscommissie in het leven te roepen om te kijken hoe het verder moest. “Ondernemers waren het daar absoluut mee eens en ook Klépierre had er wel oren naar”, blikt Terdu terug. Maar toen ging de gemeente zich ermee bemoeien en daar ging het mis, stelt de conflictoloog. “Die wilde eerst zelf een poging doen tot bemiddeling en daarop heeft Klépierre gezegd dat eerst te willen afwachten. Er werd een communicatiebureau ingevlogen voor een budget van honderdduizend euro.” Maar de bemiddeling liep al snel spaak. Vervolgens is er eigenlijk niets meer gebeurd. “De gemeente heeft het echt uit zijn handen laten vallen”, aldus Terdu.

Geen actieve rol voor de gemeente
Navraag bij de gemeente leert inderdaad dat het dossier Markthal ongeveer vijf maanden on hold staat. Gevraagd naar een reactie verwijst een woordvoerder van wethouder Barbara Kathmann (Economie) naar diens antwoorden op raadsvragen van oktober, die ‘nog altijd actueel’ zijn. Raadslid Simons (Leefbaar Rotterdam) wilde van haar weten wat de stand van zaken is in het gesprek tussen Klépierre en ondernemers. Zij geeft aan dat Klepierre en de MHOV zonder inmenging van de gemeente ‘constructief in gesprek’ zijn hoe de verdere samenwerking vorm te geven. “De gemeente speelt momenteel geen actieve rol in het gesprek tussen de twee partijen en is in afwachting van de uitkomsten van het gesprek over nieuwe invulling van de samenwerking tussen Klepierre en de MHOV.”

Uit de rest van de antwoorden van de wethouder blijkt dat zij niet al te veel reden tot zorg ziet. “In de Markthal komen diverse soorten foodaanbod bij elkaar. Van verkoop van versproducten, dineren in een van de restaurants tot gerechten voor directe consumptie. Landelijke trend is dat het aantal ondernemers in de versbranche afneemt en dat het aanbod van de andere categorieën food in winkelgebieden toeneemt. Het is niet verwonderlijk dat deze trend ook zijn weerslag heeft op het aanbod in de Markthal.” Daarnaast vindt zij dat het niet zo relevant is wat de gemeente van de branchemix vindt. “Het gaat er niet zozeer om wat wij van het productaanbod vinden. Het gaat erom welk productaanbod aansluit bij de behoeften van de consument.” En daarmee zit het volgens Kathmann wel goed. “In vijf jaar tijd hebben meer dan 38 miljoen mensen de Markthal bezocht. Over de iconische status van de Markthal zijn zorgen op dit moment dan ook overbodig.”

Verrassend, snel wisselend aanbod
Klépierre laat in een schriftelijke reactie weten structureel in overleg te zijn met de ondernemersvereniging. Onder meer over marketing en communicatie en de inzet van media en events. Over het snel wisselen van huurders: ‘Om het aanbod in de Martkhal aantrekkelijk en verrassend te houden wordt er op verschillende locaties met verschillende looptijden van contracten gewerkt. Zo kunnen bijvoorbeeld ook startende ondernemers of concepten een mogelijkheid krijgen hun plan te testen. Markthal kan hierin een mooie opstap zijn voor ondernemers of concepten, voor uiteindelijk een langdurige relatie, of een verdere ontwikkeling buiten de Markthal’. Dit wisselende aanbod maakt de Markthal in het aanbod verrassend voor zowel de lokale bezoeker als de toerist, stelt de eigenaar.

Klépierre wijst er verder op dat het aantal bezoekers vorig jaar met 5,9 procent is toegenomen. Het idee dat vooral toeristen de hal weten te vinden weerspreekt het vastgoedbedrijf. Binnenkort wordt de tweede fase van de campagne ‘Dat is Markthal’ gelanceerd, een campagne in samenwerking met de ondernemers waarin de Markthal juist een lokaal gezicht gegeven wordt. ‘Met deze campagne richten we ons op de lokale Rotterdammer. De bezoekers uit Rotterdam zijn en blijven namelijk belangrijk voor de Markthal en de ondernemers’. Verder stelt Klépierre dat er momenteel voor diverse locaties binnen de Markthal, zowel op de vloer als in de zijplinten, gesprekken lopen voor nieuwe huurders. ‘Nieuwe concepten van lokale ondernemers, als wel potentiële formules die hun entree willen maken in de Rotterdamse markt’. Het lijkt hier wel weer voornamelijk om horeca te gaan. Zo wijst de Franse vastgoedeigenaar op foodtruckconcept Duck Truck en Kiiro Japanese Curry House. Laatstgenoemde zorgt, samen met nog een andere huurder die komende week een contract tekent, voor de toevoeging van 550 vierkante meter aan horeca.

Geen volle tassen
Het moge duidelijk zijn: het idee voor Markthal 2.0 is intussen helemaal losgelaten. Dat beaamt ook Terdu. “Je kunt op die locatie in alle redelijkheid geen grote versconcentratie beginnen. Bezoekers gaan niet met volle tassen weer naar buiten. Dat is vanaf het begin een probleem geweest en zal altijd zo blijven.” Het idee om de buitenmarkt naar binnen te verplaatsen was volgens hem een misrekening. “Het populaire aanbod van de buitenmarkt en een hoogwaardig versaanbod binnen, dat bijt elkaar.”

Helemaal stilgevallen is dossier Markthal nog niet. Een groep ondernemers heeft Terdu enkele weken terug gevraagd toch weer te proberen een deskundige onderzoekscommissie op te trommelen en de crisismanager is daartoe bereid. Hij is nu in afwachting van concrete onderzoeksvragen die de ondernemers door die commissie beantwoord zou willen zien. Die zouden wat hem betreft kunnen gaan over de branchering en de logistiek in de hal. Zo’n onderzoek zou ook de rechter kunnen helpen bij zijn uitspraken, stipt Terdu aan. Want over veel geschillen lopen nu gerechtelijke procedures. “Zo is er nu weer veel herrie over de servicekosten”, weet hij. “Het blijft één groot dramacentrum.” Toch blijft de Markthal een icoon in heel Nederland, is zijn positieve noot. Een concept waar in binnen- en buitenland enorm veel reclamebudget aan is besteed en niet zonder resultaat. “Je kunt niet zeggen dat het een mislukt project is.”
